Proposes a re-organisation of the engraving branch, appointing three engravers, one at £200 p.a. and two at £80 p.a., with an obligation to train juniors and apprentices. Recommends John Croker (as senior engraver), Samuel Bull and Gabriel le Clerk, le Clerk's appointment to be deferred to the following summer to save money for repairs to storm damage of the previous autumn.</p>

    <p xml:id="par3">In obedience to Your Lordship's order of Reference of August 8<hi rend="superscript">th</hi> &amp; 10<hi rend="superscript">th</hi> wherein <lb xml:id="l1"/>wee are directed to consider the Qualifications of <choice><abbr>Co<hi rend="overline">ll</hi></abbr><expan>Colonell</expan></choice> Parsons, M<hi rend="superscript">r</hi> Croker M<hi rend="superscript">r</hi> Ross <lb xml:id="l2"/>and M<hi rend="superscript">r</hi> Fowler to succeed M<hi rend="superscript">r</hi> Harris in the place of Graver of the Mint, Wee <lb xml:id="l3"/>humbly lay before your Lordship that the Master of the Mint upon considering <lb xml:id="l4"/>what inconveniency the Mint lately suffered and may again suffer by taking in Cutters <lb xml:id="l5"/>of Seales into the Chief <del type="over">g</del><add place="over" indicator="no">G</add>raver's place, did upon his succeeding M<hi rend="superscript">r</hi> Neale putt a <lb xml:id="l6"/>Clause into the Indenture then made, between the Crown and himself, whereby <lb xml:id="l7"/>the Graver's salary of <add place="inline" indicator="no">325<hi rend="superscript"><hi rend="overline">li</hi></hi></add> <choice><orig>ꝑ</orig><reg>per</reg></choice> An upon the next voydance of the place should cease <lb xml:id="l8"/>in order to a new Establishment. For the Roetiers brought up no new Gravers under <lb xml:id="l9"/>them, and M<hi rend="superscript">r</hi> Harris who succeeded them being a Cutter of Seales and not skilled <lb xml:id="l10"/>in that sort of Graving which is proper for the money, Imployed M<hi rend="superscript">r</hi> Croker to <lb xml:id="l11"/>do all that Work for an Allowance of <add place="inline" indicator="no">175<hi rend="superscript"><hi rend="overline">li</hi></hi></add> <choice><orig>ꝑ</orig><reg>per</reg></choice> Annum and retained to himself <lb xml:id="l12"/>the remaining <add place="inline" indicator="no">150<hi rend="superscript"><hi rend="overline">li</hi></hi>.</add> <choice><orig>ꝑ</orig><reg>per</reg></choice> Annum, and M<hi rend="superscript">r</hi> Croker was not bred up in the Service of the <lb xml:id="l13"/>Mint, but now by long Practice <del type="strikethrough"><unclear cert="medium" reason="del">he</unclear></del> works very well, and wee are humbly of <lb xml:id="l14"/>opinion that he is the fittest person to be made first Graver of the Mint <del type="strikethrough"><unclear reason="del" cert="medium">For</unclear></del> <lb xml:id="l15"/><del type="blockStrikethrough"><add place="lineBeginning" indicator="no" hand="#in">[</add>Colonell Parsons does not grave himself, but only employs good Workmen <lb xml:id="l16"/>and has a good Fancy and Judgement in those matters; neither does M<hi rend="superscript">r</hi> <lb xml:id="l17"/>Fowler grave but only designs, and M<hi rend="superscript">r</hi> Rose desires to succed M<hi rend="superscript">r</hi> Harris only <lb xml:id="l18"/>in his place of Graver of Seales to her <choice><abbr>Maj<hi rend="superscript">y</hi></abbr><expan>Majesty</expan></choice>, and by a Seale which he has <lb xml:id="l19"/>graved for the Dutchy of Lancaster he seems to be a good Workman for Seales <lb xml:id="l20"/>and sufficiently qualifyed for that place. <add place="lineEnd interlinear" indicator="no" hand="#in">But Mr Le Clerk is a nimble &amp; skilful Graver very fit to be received into the Mint.]</add></del></p>
    
<p xml:id="par4">It is humbly proposed therefore for the advantage and Security of the <lb xml:id="l21"/>Coyn against counterfeiting that there should be a sett of Gravers constantly <lb xml:id="l22"/>brought up in the mint, who having once attained to perfection may <del type="strikethrough" hand="#in">work <lb xml:id="l23"/>with their own hands</del> keep their Art amongst themselves and propogate <lb xml:id="l24"/>it to Probationers or Apprentices and be succeeded by them, <del type="strikethrough" hand="#in">and that no <lb xml:id="l25"/>new Graver may be <add place="supralinear" indicator="yes" hand="#in">hereafter</add> taken into the Mint unless as a Probationer or Apprentice.</del><lb xml:id="l26"/>For which end wee humbly propose that M<hi rend="superscript">r</hi> Croker be now made <lb xml:id="l27"/>the first Graver of the Mint with a Salary of 200<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> Ann for maintaining <fw type="catch" place="bottomRight">himself</fw><fw type="pag" place="bottomLeft" hand="#unknownCataloguer1">170</fw><fw type="pag" place="bottomRight" hand="#unknownCataloguer2">98</fw><pb xml:id="p170v" n="170v"/>himself and a Servant to file and polish the Dyes and turn the Press, and be <lb xml:id="l28"/>allowed the use of that part of the Graver's House in which he now lives, <lb xml:id="l29"/>and that Mr Samuell Bull who is now a Probationer and has a Salary <lb xml:id="l30"/>of 60<hi rend="superscript"><hi rend="overline">li</hi></hi>: <choice><orig>ꝑ</orig><reg>per</reg></choice> Ann <del type="blockStrikethrough"><add place="inline" hand="#in" indicator="no">[</add>with some other allowances worth about 1<del type="over">5</del><add place="over" indicator="no">0</add> or 20<hi rend="superscript"><hi rend="overline">li</hi></hi> <choice><orig>ꝑ</orig><reg>per</reg></choice> Annum<add place="inline" hand="#in" indicator="no">]</add></del> <lb xml:id="l31"/><del type="strikethrough" hand="#in">and <unclear reason="del" cert="medium">neither</unclear> <add place="supralinear" indicator="no" hand="#in">graves</add> very well</del>, be made the second Graver of the Mint with a Salary <lb xml:id="l32"/>of 80<hi rend="superscript"><hi rend="overline">li</hi></hi>: <choice><orig>ꝑ</orig><reg>per</reg></choice> Annum if your Lordship shall approve thereof, and be allowed the <lb xml:id="l33"/>use of the other part of the Graver's House, and that <del type="strikethrough">a new Probationer</del> <add place="supralinear" indicator="no">Mr Le Clerc</add> <lb xml:id="l34"/><del type="strikethrough">with a Competent salary</del> be taken into the third place <del type="strikethrough">as soon as <add place="supralinear" indicator="no">a</add> fitt <lb xml:id="l35"/>person shall be metter with</del>, and be allowed <add place="supralinear" indicator="yes" hand="#in">also a salary of 80<hi rend="superscript"><hi rend="overline">li</hi></hi> per an &amp;</add> two Rooms to lodge and  <lb xml:id="l36"/>Work in over the great Press Room and over M<hi rend="superscript">r</hi> Croker's shop. <add place="lineEnd interlinear lineEnd" indicator="no" hand="#in">And that <lb xml:id="l37"/>the salaries of M<hi rend="superscript">r</hi> Croker &amp; M<hi rend="superscript">r</hi> Bull commence from the death of Mr Harris, but by reason  <lb xml:id="l38"/>of the charges <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> the Mint has been at by the dammages done by the great winds last Autumn, we are humbly <lb xml:id="l39"/>of opinion that for saving money to defray those charges the salary of Mr Le Clerc do not commence till next Midsummer.</add></p>
