<p>Legislation is needed to fix the value of bullion relative to coin and ensure coin is not worth less than bullion (which leads to its being melted down or exported). The crown piece should be on a par with an ounce of bullion, and their common value reduced by annual increments until it reaches 5s. Hammered half-crowns should be reminted with milled edges and a new stamp to distinguish them from originally milled half-crowns, and have a separate value set on them. Lists various practical issues to be considered before implementing these proposals.</p>

    <p rend="center" xml:id="par2"><hi rend="large">Proposal<choice><orig>.</orig><reg/></choice> I.</hi></p>
    
    <p xml:id="par3"><hi rend="larger">That</hi> <hi rend="large">Bullion &amp; Milled</hi> money be enacted of an equal value <lb xml:id="l2"/>under a severe penalty to any one who shall give or take more then the <lb xml:id="l3"/>value of a crown piece for an ounce of bullion</p>
    
    <p xml:id="par4">For the raising <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> price of bullion has for some years put a stop to the <lb xml:id="l4"/><del type="over">m</del><add place="over" indicator="no">M</add>int &amp; caused milled money to be either melted down into bullion <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>&amp; base money</add> <handShift new="#und" scribe="Unknown_Hand"/>or trans<lb type="hyphenated" xml:id="l5"/>ported &amp; sold for bullion abroad. And these mischiefs are not otherwise to <lb xml:id="l6"/>be remedied then by this Proposal.</p>
    
    <p rend="center" xml:id="par5"><hi rend="large"><choice><abbr>Pr.</abbr><expan>Proposal</expan></choice> II.</hi></p>
    
    <p xml:id="par6"><hi rend="large">That</hi> a crown piece &amp; an ounce of Bullion be enacted (at present) <lb xml:id="l7"/>of a middle value <choice><sic>betwen</sic><corr>between</corr></choice> them both; suppose at 5<hi rend="superscript">s</hi> 6<hi rend="superscript">d</hi>, or 5<hi rend="superscript">s</hi> 8<hi rend="superscript">d</hi> or <lb xml:id="l8"/>at most 6<hi rend="superscript">s</hi>; &amp; that every year, or every half year, a penny be <lb xml:id="l9"/>deducted from their common value untill they be both brought <lb xml:id="l10"/>down to 5<hi rend="superscript">s</hi>.</p>
    
    <p rend="indent0" xml:id="par7">For this temper of the value will make the least alteration in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l11"/>present state of affairs, &amp; so is safest; &amp; the grevances which may arise to <lb xml:id="l12"/>some persons from equalling the value of milled money &amp; bullion will this <lb xml:id="l13"/>become moderate &amp; of short continuance<del type="cancelled"><hi rend="subscript"><gap reason="illgblDel" unit="chars" extent="1"/></hi></del>. For should bullion on a sudden <lb xml:id="l14"/>be brought down to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> value of milled money, it might be too detrimentall <lb xml:id="l15"/>to all that trade in bullion &amp; Plate, &amp; should milled money be raised to <lb xml:id="l16"/><choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> present value of bullion suppose a crown piece to 6<hi rend="superscript">s</hi> 3<hi rend="superscript">d</hi> or 6<hi rend="superscript">s</hi>. 6<hi rend="superscript">d</hi> <lb xml:id="l17"/>it might cause too great profit to those who have milled money hoarded <lb xml:id="l18"/>&amp; <del type="strikethrough">continue to</del> raise the price of all merchandices too much to the injury <lb xml:id="l19"/>of Land, standing rents &amp; Annuities &amp; of all estates <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> cannot rise <lb xml:id="l20"/>in the same proportion. But if it be set at 5<hi rend="superscript">s</hi> 6<hi rend="superscript">d</hi> or 5<hi rend="superscript">s</hi> 8<hi rend="superscript">d</hi> or perhaps <lb xml:id="l21"/>6<hi rend="superscript">s</hi> the injury already done to standing estates by the rise of bullion, <lb xml:id="l22"/>will be abated by the present Fall <del type="strikethrough">of bullion</del><add place="supralinear" indicator="no"><handShift new="#in" scribe="Isaac_Newton"/>thereof</add> <handShift new="#und" scribe="Unknown_Hand"/>&amp; in <del type="strikethrough">four or five</del><add place="supralinear" indicator="no"><handShift new="#in" scribe="Isaac_Newton"/>a few</add> <handShift new="#und" scribe="Unknown_Hand"/>years <lb xml:id="l23"/>by the reduction of its value to 5<hi rend="superscript">s</hi> <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>per</add> <handShift new="#und" scribe="Unknown_Hand"/>ounce, it will cease</p>
    
    <p rend="center" xml:id="par8"><hi rend="large"><choice><abbr>Prop.</abbr><expan>Proposal</expan></choice> III.</hi></p>
    
    <p xml:id="par9">That all <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> unmilled half crowns be speedily milled into half ounce <lb xml:id="l24"/>pieces of sterling allay, &amp; of a particular new stamp whereby they may <lb xml:id="l25"/>be easily distinguished in tale from the <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>other</add> <handShift new="#und" scribe="Unknown_Hand"/>milled half crowns; &amp; that <lb xml:id="l26"/>a <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>common</add> <handShift new="#und" scribe="Unknown_Hand"/>value <del type="strikethrough">(at present)</del> be set upon them <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>(at pre<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">se</add>nt)</add> <handShift new="#und" scribe="Unknown_Hand"/>almost equal to the value of the <lb xml:id="l27"/>money out of <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> they are coyned, suppose of <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>3<hi rend="superscript">s</hi> or</add> <handShift new="#und" scribe="Unknown_Hand"/>3<hi rend="superscript">s</hi> 6<hi rend="superscript">d</hi> or 4<hi rend="superscript">s</hi> or at most <lb xml:id="l28"/>4<hi rend="superscript">s</hi> 6<hi rend="superscript">d</hi> the piece, &amp; that this value be lessened a penny or 2<hi rend="superscript">d</hi> in the piece <lb xml:id="l29"/>every year, or every half year, untill it be brought down to 2<hi rend="superscript">s</hi> 6<hi rend="superscript">d</hi>, <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice>

    is <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> just intrinsick value of the pieces.</p>
    
    <p rend="indent0" xml:id="par10">I propose this as reasonable to be now done because 'tis better in all respects <lb xml:id="l30"/>then to let the unmilled money continue as it is. For it will make the least <lb xml:id="l31"/>alteration in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> affairs of the nation &amp; so is safest <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>for the Government</add><handShift new="#und" scribe="Unknown_Hand"/>. The quantity of <lb xml:id="l32"/>money will not be thereby too much diminished on a sudden. <del type="strikethrough">It will <lb xml:id="l33"/>put an end to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> clipping of half crowns &amp; therefore</del> I propose it to <lb xml:id="l34"/>be done speedily <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>for putting an end to clipping half c<del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">row</add>ns</add><handShift new="#und" scribe="Unknown_Hand"/>. And tho this <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>new</add> <handShift new="#und" scribe="Unknown_Hand"/>money will for a time went of intrinsick <lb xml:id="l35"/>value yet this is no new gr<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">e</add>vance but a step to the remedy of <del type="over"><gap reason="illgblDel" unit="chars" extent="6"/></del><add place="over" indicator="no">the old</add> one. <lb xml:id="l36"/>For it will be of more intrinsick value then the current money <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>is</add> <handShift new="#und" scribe="Unknown_Hand"/>at pre<lb type="hyphenated" xml:id="l37"/>sent, &amp; every year grow better and better till it have its Full intrinsick <lb xml:id="l38"/>value: which gradual amendment will be safer to the government <lb xml:id="l39"/>then too sudden a change. And <del type="over">T</del><add place="over" indicator="no">t</add>he losse by milling <del type="cancelled">will</del><add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>may</add> <handShift new="#und" scribe="Unknown_Hand"/>not be so great <lb xml:id="l40"/>but that every subject may beare it without putting the nation to <lb xml:id="l41"/>charge, or calling in plate before it<del type="cancelled">s</del> <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>be</add> <handShift new="#und" scribe="Unknown_Hand"/>necessary, <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> would make an ill <lb xml:id="l42"/>sound abroad<del type="over">,</del><add place="over" indicator="no">.</add> And tho its want of intrinsick value will for a time <lb xml:id="l43"/>make it liable to be cou<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">n</add>terfeited, yet it will be much lesse liable <lb xml:id="l44"/>thereto then <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> unmilled money is at present</p>
    
    <p rend="center" xml:id="par11"><hi rend="large"><choice><abbr>Prop.</abbr><expan>Proposal</expan></choice> IV</hi></p>
    
    <p xml:id="par12"><hi rend="large">That</hi> no bullion or plate be milled with this new stamp upon <lb xml:id="l45"/>pain  of treason, nor brought to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint during the milling of this <lb xml:id="l46"/>money; &amp; that so soon as the time is expired for milling <del type="strikethrough">this <lb xml:id="l47"/>money,</del><add place="supralinear" indicator="no"><handShift new="#in" scribe="Isaac_Newton"/>it</add> <handShift new="#und" scribe="Unknown_Hand"/>the <del type="over">s</del><add place="over" indicator="no">S</add>tamps be defaced, &amp; it be treason to mill any more <lb xml:id="l48"/>money in this Stamp, or to have instruments for that end; and <lb xml:id="l49"/>all the unmilled half crownes thence forward to be decried and <lb xml:id="l50"/>cease to be current or valuable any otherwise then as Bullion. <lb xml:id="l51"/>For this will hasten all people to bring in their light money to <lb xml:id="l52"/><choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> mint before the time for milling it be expired</p>
    
    <p rend="indent0" xml:id="par13">It would be easiest to mill all the money in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower as it comes into <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l53"/>Kings hands: but this will be long in doing &amp; all the loss in milling would <lb xml:id="l54"/>be the Kings. Tis better that a speedier end be put to clipping <del type="over">or</del><add place="over" indicator="no">&amp;</add> that <lb xml:id="l55"/>every man bear<del type="cancelled">s</del> his own loss in coynage, then that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> King b<del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">ear</add><add place="inline" indicator="no">e</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">t</add>he <lb xml:id="l56"/>losse of the whole nation.</p>
    
    <p xml:id="par14"><hi rend="large">I</hi> pass by <add place="supralinear" indicator="yes"><handShift new="#in" scribe="Isaac_Newton"/>other</add> <handShift new="#und" scribe="Unknown_Hand"/>particulars of less moment as</p>
    
    <p xml:id="par15">1 whether every man shall carry his money to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Tower, or one or <lb xml:id="l57"/>more new mints (for saving this carriage) be erected in others parts <lb xml:id="l58"/>of the nation, &amp; remain fixed there or be removed from city to city <lb xml:id="l59"/>till the money be milled</p>

    <p xml:id="par16">2 Whether <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> half crowns <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> weigh more then 2<hi rend="superscript">s</hi> 2<hi rend="superscript">d</hi> or <lb xml:id="l60"/>perhaps then 2<hi rend="superscript">s</hi> should be exempted from this coynage of <lb xml:id="l61"/>light money &amp; valued as Bullion &amp; accordingly milled with <lb xml:id="l62"/>that stamp <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is now in use.</p>
    
    <p xml:id="par17"><choice><orig><hi rend="large">3</hi></orig><reg>3</reg></choice> Whether <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Shillings &amp; sixpences shall be new milled at the <lb xml:id="l63"/>same time with the half crowns &amp; after the same method or let alone <lb xml:id="l64"/>till another year, &amp; if they be let alone whether for putting a limit <lb xml:id="l65"/>to clipping them<add place="inline" indicator="no">,</add> those<del type="cancelled">,</del> shillings &amp; sixpences <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> are clipt <choice><abbr>w<hi rend="superscript">thin</hi></abbr><expan>within</expan></choice> <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> <lb xml:id="l66"/>ring shall all be new milled &amp; decryed <unclear reason="hand" cert="low"><del type="strikethrough">t</del></unclear> together <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> the half crowns</p>

Whether an Office should not be <add place="inline" indicator="no">a</add><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">n</add>nexed to <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint for refi<lb type="hyphenated" xml:id="l67"/>ning base money (the platted brass by Quicksilver, &amp; the silver of <lb xml:id="l68"/>course allay by other due means) &amp; what rules shall be observed <lb xml:id="l69"/>in such an office.</p>
