<p xml:id="par3">In obedience to your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference <lb xml:id="l2"/>upon the Memorial of the <choice><abbr>R<hi rend="superscript">t</hi></abbr><expan>Right</expan></choice> <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> the Earl of Lauderdale <lb xml:id="l3"/>General of his <choice><abbr>Ma<hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> Mint in Scotland for impresting upon <lb xml:id="l4"/>account, two thousand four hundred pounds to his <choice><abbr>Lord<hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice> out of the <lb xml:id="l5"/>Coynage Duty as due for the service of the said Mint for the two <lb xml:id="l6"/>years ending at Christmas last, together with such further summ as <lb xml:id="l7"/><choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> shall judge necessary for bearing the charge of coinage <lb xml:id="l8"/>I humbly represent that <add place="interlinear" indicator="yes"><choice><sic>that</sic><corr type="noText"/></choice>in pursuance of the Acts for coinage made <del type="strikethrough"><unclear reason="del" cert="low">or</unclear> for the Vnion</del><add place="supralinear" indicator="yes">in the 18<hi rend="superscript">th</hi> and 25<hi rend="superscript">th</hi> years of Car. II</add> the moneys arising by <lb xml:id="l9"/>those Acts in England have <add place="supralinear" indicator="yes">always</add> been paid into the Exchequer quarterly &amp; by the Coinage Act made <lb xml:id="l10"/>7<hi rend="superscript">mo</hi> Annæ the duty was continued &amp; extended to all great Britain &amp; every clause article &amp; <lb xml:id="l11"/>sentence in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> said Acts of 18 &amp; 25 Car. II then in force was revived &amp; continued in force &amp; <lb xml:id="l12"/>extended to all the duty in Great Britain, &amp;</add> by the Act of Vnion the Mint in Scotland <lb xml:id="l13"/>was to be conformable to the Mint in England, &amp; by the Act which <lb xml:id="l14"/>passed in the first year of his present Majesty for continuing the <lb xml:id="l15"/>former Acts for encouragement of coinage, your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> are empour<lb type="hyphenated" xml:id="l16"/>ed out of the moneys arising in great Britain by the said Act, to <lb xml:id="l17"/>cause so much money to be issued out of the Exchequer to the <lb xml:id="l18"/>Master of the Mint in England &amp; to the General of the Mint in <lb xml:id="l19"/>Scotland respectively by way of imprest &amp; upon account, as shall be <lb xml:id="l20"/>necessary for defraying the expenses of the said Mints; &amp; that <lb xml:id="l21"/>all the moneys issued out of the Exchequer to his <choice><abbr>Ma<hi rend="superscript">ties</hi></abbr><expan>Majesties</expan></choice> Mint <lb xml:id="l22"/>in England are (pursuant to the Act<del type="cancelled">s</del> <add place="supralinear" indicator="no">18</add> of <del type="strikethrough">Coinage</del><add place="supralinear" indicator="yes">Car. II</add>) imprest in general <lb xml:id="l23"/>words for the use &amp; service of this Mint, so that they may be <lb xml:id="l24"/>applied to the charge of coinage as well as to any other charges <lb xml:id="l25"/>of the Mint.</p>
    
<p xml:id="par4">The salaries of the Officers of the Mint in Scotland amount <lb xml:id="l26"/>only to 980<hi rend="superscript"><hi rend="overline">li</hi></hi> per <choice><abbr>an<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> whereof 50<hi rend="superscript"><hi rend="overline">li</hi></hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> is to cease at the <lb xml:id="l27"/>death of the late Clerk of the bullion, &amp; the charge of keeping <lb xml:id="l28"/>the Offices in repair &amp; the dwelling houses of the Officers wind <lb xml:id="l29"/>&amp; water tite, can be but small; &amp; therefore twelve hundred <lb xml:id="l30"/>pounds per <choice><abbr>an<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> allowed to that Mint hitherto without including the <lb xml:id="l31"/>charge of coinage, is too much. If to the 1<del type="over"><gap reason="over" unit="chars" extent="1"/></del><add place="over" indicator="no">2</add>00<hi rend="superscript"><hi rend="overline">li</hi></hi> allready in their <lb xml:id="l32"/>hands for one year, the summ of 1800<hi rend="superscript"><hi rend="overline">li</hi></hi> more be added to make <lb xml:id="l33"/>up the whole summ 3000<hi rend="superscript"><hi rend="overline">li</hi></hi> for the three years ending at Christmas <lb xml:id="l34"/>last, &amp; the 1800<hi rend="superscript"><hi rend="overline">li</hi></hi> be imprest for the use &amp; service of that Mint <lb xml:id="l35"/>in general, so that it may be applicable to all sorts of charges, <lb xml:id="l36"/>&amp; the Account be made up to Christmas last, the Ball<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>nce of <lb xml:id="l37"/>the Account may be then certified to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> in order to be <lb xml:id="l38"/>considered when the next moneys shall be imprest. And so on from <lb xml:id="l39"/>time to time.</p>
    
<p xml:id="par5">And considering that the Indenture of that Mint doth not <lb xml:id="l40"/>impower the General to pay any moneys, I am humbly of opinion <lb xml:id="l41"/>that there should be a Signe Manual sent to him impowering &amp;

    directing him to pay the Salaries &amp; other expences to whom they <lb xml:id="l42"/>shall become due by the said Indenture, &amp; to make up his Accounts <lb xml:id="l43"/>annually, &amp; directing him &amp; all the Officers in their several stations <lb xml:id="l44"/>to take care that the moneys be duly coined, &amp; to observe all the <lb xml:id="l45"/>Rules &amp; Precepts set down in the said Indenture (except the altera<lb type="hyphenated" xml:id="l46"/>tions made by Parliament,) untill a new Indenture shall be made.</p>
    
<p xml:id="par6">And that there may be no more complaints of the want of <lb xml:id="l47"/>moneys to beare the charge of coinage, the said General may have <lb xml:id="l48"/>notice to pay those charges in the first place, &amp; let the deficiency <lb xml:id="l49"/>(whenever there shall be any) fall upon the Salaries.</p>
