    <p xml:id="par1">The Coynage <del type="strikethrough"><unclear reason="del" cert="low">to pay</unclear></del><add place="supralinear" indicator="no">Duty</add> collectd in Scotland &amp; transmitted into the <lb xml:id="l1"/>Exchequer at London did amount to about 250 or 300<hi rend="superscript">l</hi> per <choice><abbr>an<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> <lb xml:id="l2"/>during the finest three or four years after the Vnion, &amp; if duly collected might <lb xml:id="l3"/>have amounted to a much great summ<del type="strikethrough">s</del>. For the Co<del type="over">y</del><add place="over" indicator="no">i</add>nage duty in England <lb xml:id="l4"/>amounts usually to eight or ten thousand pounds per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice>. But of late years <lb xml:id="l5"/>no Coinage Duty (so far as I can learn) has been <del type="strikethrough">collected &amp;</del> transmitted <lb xml:id="l6"/><del type="strikethrough">from th</del> from Scotland into the Exchequer. <del type="cancelled">Let</del> The Officers of his <choice><abbr>Ma<hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> <lb xml:id="l7"/>Mint in Scotland <add place="supralinear" indicator="yes">should</add> apply to the <choice><abbr>Comm<hi rend="superscript">rs</hi></abbr><expan>Commissioners</expan></choice> of the Customes in Scotland to take <lb xml:id="l8"/>care that this Duty be duly collected <del type="strikethrough">in Scotland</del><add place="supralinear" indicator="no">there</add> &amp; sent to the Exche<lb type="hyphenated" xml:id="l9"/>quer in London, <del type="strikethrough"><add place="inline" indicator="no">[</add>&amp; let all this Duty be applied to <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> the Coinage &amp; <lb xml:id="l10"/>other <del type="cancelled">Duties</del> charg<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del>es of that Mint &amp;<add place="inline" indicator="no">]</add></del> <add place="supralinear" indicator="yes">so</add> that the whole Coinage <add place="supralinear" indicator="yes">Duty</add> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">a</add>rising <lb xml:id="l11"/>by this Act in both nations may be sufficient for the support of both <lb xml:id="l12"/>Mints.</p>
    
    <p xml:id="par2">The Coynage Duty is by the Coinage Acts &amp; the Indentures of <lb xml:id="l13"/>the Mints, imprest <del type="cancelled">to</del><add place="supralinear" indicator="yes">to both Mints</add> upon Account. And yet no Account has been made <lb xml:id="l14"/>up for the monys imprest to the Mint in Scotland during the last <lb xml:id="l15"/>twelve years, although the summs imprest amount to <add place="supralinear" indicator="yes">about</add> ten thousand pounds <lb xml:id="l16"/><del type="strikethrough">or above.</del> And without passing Accounts there can be no coinage without lea<lb type="hyphenated" xml:id="l17"/><add place="infralinear" indicator="no">ving the <choice><abbr>M<hi rend="superscript">r</hi></abbr><expan>Master</expan></choice> &amp; <choice><abbr>W<hi rend="superscript">r</hi></abbr><expan>Worker</expan></choice> to spend as little as he can &amp; put the surplus in his pocket.</add></p>
    
    <p xml:id="par3">There is no <add place="supralinear" indicator="yes">certain</add> summ presented by any Act of Parliament to be <lb xml:id="l18"/>imprested to <del type="strikethrough"><choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice></del><add place="supralinear" indicator="no">either</add> Mint <del type="strikethrough">in England</del> for bearing the charge of coinage <lb xml:id="l19"/>but all the monies <del type="strikethrough">imprest is</del> are <add place="supralinear" indicator="yes">here</add> imprest in general terms <add place="supralinear" indicator="yes">for the use &amp; service of the Mint</add> without distinguish<lb xml:id="l20"/>ing how much is for salaries &amp; repairs of building &amp; how much for coinage <lb xml:id="l21"/><del type="cancelled">&amp;</del> The distinction is made <add place="supralinear" indicator="yes">only</add> in passing the Accounts. And by the Act of Vnion both <lb xml:id="l22"/>Mints ought to be upon the same foot. <del type="strikethrough">To appoint a certain annual summ by <lb xml:id="l23"/>Act of Parliament</del> The Treasury <del type="strikethrough">are</del><add place="supralinear" indicator="no">is</add> already impowered to impress moneys <lb xml:id="l24"/>for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> use &amp; service of that Mint including the <add place="supralinear" indicator="yes">charge of</add> coinage<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">:</add> <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> <add place="supralinear" indicator="yes">But</add> to appoint <del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">ap</add>point a certain <lb xml:id="l25"/>annual summ <add place="supralinear" indicator="yes">by Act of <choice><abbr>P.</abbr><expan>Parliament</expan></choice></add> is to put that Mint upon a different foot from <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Mint in <lb xml:id="l26"/>England <del type="strikethrough">&amp; <unclear reason="del">may</unclear> end in bringin</del> contrary to the Act of Vnion &amp; may end in <lb xml:id="l27"/>bringing the Allowance <del type="strikethrough">to an Annuity without Account out of the coinage <lb xml:id="l28"/>Duty arising <del type="over">i</del><add place="over" indicator="no">o</add>f England <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> alone<del type="cancelled">,</del> to an Annuity without Account</del><add place="supralinear" indicator="no">to an Annuity without Account <del type="strikethrough">arising out</del></add> And if this <lb xml:id="l29"/>Annuity should arise out of the coinage Duty of England alone, it would <add place="supralinear" indicator="yes">be</add> a discour<lb type="hyphenated" xml:id="l30"/>ragement of the <del type="strikethrough">moneys</del> coinage in England by turning the <add place="supralinear" indicator="yes">coinage</add> money into <unclear reason="hand">Pensions</unclear> <lb xml:id="l31"/>contrary to the <del type="strikethrough">Act</del><add place="supralinear" indicator="no">Treaty</add> of Vnion. <choice><sic><add place="inline" indicator="no">&amp; may</add></sic><corr type="noText"/></choice></p>
    
    <p xml:id="par4">Vpon the last renuing of <del type="strikethrough">Vnion</del><add place="supralinear" indicator="no">this Act</add> a clause was inserted into <del type="strikethrough">that Act</del><add place="supralinear" indicator="no">it</add> <lb xml:id="l32"/>for <del type="strikethrough">making</del><add place="supralinear" indicator="no">impressing</add> the coinage moneys to the General of the Mint in Scotland: <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <lb xml:id="l33"/>puts the two Mints <add place="supralinear" indicator="yes">upon a different foot contrary to the Act of Vnion</add> &amp; <del type="strikethrough">disables</del><add place="infralinear" indicator="no">makes</add> the Master of that Mint <del type="strikethrough">from coming</del><add place="supralinear" indicator="yes"><del type="strikethrough">&amp; makes him useles<supplied reason="copy">s</supplied></del></add><add place="infralinear" indicator="no">an useless Officer</add>. For if <lb xml:id="l34"/>the General pays <add place="supralinear" indicator="yes">all</add> the <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> charges of coinage &amp; accounts for the same: the <del type="strikethrough">peopl<supplied reason="copy">e</supplied></del> <lb xml:id="l35"/><add place="lineBeginning supralinear" indicator="yes">workmen</add> imployed in the coinage become his servants &amp; he becomes Master &amp; Worker. <lb xml:id="l36"/>tho he be not called by that nam<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add> <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p xml:id="par5">There is no certain summ <add place="supralinear" indicator="yes">present <del type="over">to</del><add place="over" indicator="no">b</add>y any Act of <choice><abbr>Parliam<hi rend="superscript">t</hi></abbr><expan>Parliament</expan></choice> to be <choice><sic>imprested to</sic><corr type="noText"/></choice></add> imprest to either Mint for bearing the <lb xml:id="l37"/><choice><sic><add place="supralinear" indicator="yes">either mint for bearing the</add></sic><corr type="noText"/></choice> charges of coinage but all the moneyes are imprest to the Mint in England <lb xml:id="l38"/>in general terms for the use &amp; service of this Mint, &amp; should be imprest <lb xml:id="l39"/>in the same general terms to the Mint of Scotland that both Mints may <lb xml:id="l40"/>be upon the same foot according to the Act of Vnion. <del type="cancelled">T</del> In the Coinage <lb xml:id="l41"/>Acts there is a clause that the salaries &amp; inciden<del type="over"><unclear reason="del">c</unclear></del><add place="over" indicator="no">t</add> charges <del type="strikethrough">shall not</del> <lb xml:id="l42"/><del type="cancelled">of the</del> in the Mint in England shall not in any one yeare exceed the sum <lb xml:id="l43"/>of 3500<hi rend="superscript"><hi rend="overline">li</hi></hi>: but this related <del type="cancelled">to</del> not to the manner of impressing the moneys <lb xml:id="l44"/>but only to the passing of the accounts, viz<hi rend="superscript">t</hi> that in passing the Account of this <lb xml:id="l45"/>Mint there shall not be allowed <del type="cancelled">of</del> above the summ of <choice><sic>summ of</sic><corr type="noText"/></choice> 3500<hi rend="superscript">li</hi> for salaries <lb xml:id="l46"/>&amp; incident charges. And <del type="cancelled">by</del><add place="supralinear" indicator="no">in</add> the coinage Act made 1708 there is <del type="strikethrough">an Allowance</del> a <lb xml:id="l47"/>clause that the <del type="strikethrough">coinage A</del> <choice><sic>salaraies</sic><corr>salaries</corr></choice> &amp; incident charges of the Mint in Scot<lb type="hyphenated" xml:id="l48"/>land shall not exceed the summ of 1200 pounds: but this (in my opinion<supplied reason="omitted" cert="medium">)</supplied> related <lb xml:id="l49"/>only to the passing of the Accounts. <del type="cancelled">In <unclear reason="del">it</unclear></del> The moneys ou<del type="over">t</del><add place="over" indicator="no">g</add>ht to be impressed to <lb xml:id="l50"/>that Mint in general terms for use &amp; service of that Mint, &amp; in passing the <lb xml:id="l51"/><choice><abbr>Acc<hi rend="superscript">ts</hi></abbr><expan>Accounts</expan></choice> the <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add>alaries &amp; incident ou<del type="over"><unclear reason="del" cert="low">t</unclear></del><add place="over" indicator="no">g</add>ht not to exceed the summ of 1200<hi rend="superscript">li</hi> in <lb xml:id="l52"/>any one year. Otherwise the two mints will not be upon the same foot as they
