<p>Uniformity of coinage between the two countries is strongly recommended, and it might be advisable to set up a temporary Mint in Ireland for eighteen months or two years to effect a recoinage. In the long term, however, it is more economical to mint Ireland's money in London, and a permanent Mint in Ireland might have adverse effects on English trade.</p>

<p rend="indent0" xml:id="par2">May it please <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice></p>
    
<p xml:id="par3">In obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference signified to us by M<hi rend="superscript">r</hi> Lowndes <lb xml:id="l1"/>we have considered the Memorial of the Chanc<del type="over">l</del><add place="over" indicator="no">e</add>llour of Ireland about  <lb xml:id="l2"/>erecting a Mint in that kingdom <del type="blockStrikethrough">[&amp; also the Report of the late Warden &amp; Master <lb xml:id="l3"/>&amp; Worker]</del> &amp; <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> other Papers accompanying <add place="inline" indicator="no">i</add>t<del type="strikethrough"><del type="cancelled">he</del> said Memorial</del>, &amp; finding upon <lb xml:id="l4"/>enquiry into the state of the coyn of Ireland that the forreign coyns <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <lb xml:id="l5"/>make a great part of their silver monies are generally in great pieces <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <lb xml:id="l6"/>are inconvenient for change in marketings &amp; other small expences &amp; <lb xml:id="l7"/>that <add place="supralinear" indicator="yes">by</add> the want of smaller silver monies the coyning of greate<del type="cancelled"><unclear reason="del" cert="low">r</unclear></del> quan<lb xml:id="l8"/>tities of Copper monies for change hath been so much encouraged as <lb xml:id="l9"/>to be complained of: we are humbly of opinion that this inconvenience <lb xml:id="l10"/>may deserve to be remedied by recoyning the said forreign monies or <lb xml:id="l11"/>some part thereof into smaller monies of the same weight allay species <lb xml:id="l12"/>&amp; impression <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> the monies of England, adding only such a mark of <lb xml:id="l13"/>distinction as his <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> shall think fit. And we <choice><sic>beleive</sic><corr>believe</corr></choice> it cheapest <lb xml:id="l14"/>&amp; best for Ireland &amp; safest for England to have this coynage dispatcht <lb xml:id="l15"/>at once by erecting a Mint in Ireland for some short time (as <lb xml:id="l16"/>eighteen months or two years) under the same laws &amp; rules with this <lb xml:id="l17"/>in the Tower but <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> less salaries &amp; fewer Officers &amp; by lowering <lb xml:id="l18"/>the value of the forreign monies to bring them into this Mint <del type="strikethrough">And</del> <lb xml:id="l19"/>we are ready to promote such a designe &amp; particularly to supply that <lb xml:id="l20"/>Mint <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> standard weights, Tryal pieces, Dyes &amp; Coyning Tools &amp; to <lb xml:id="l21"/>try their money.</p>
    
<p xml:id="par4">The reasons by <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> the former Officers of the Mint in some of <lb xml:id="l22"/>the Papers referred to <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> consideration, opposed the coyning by different <lb xml:id="l23"/>standards are so much of force against a difference in the Denomina<lb xml:id="l24"/>tion or extrinsick value of the same pieces of money &amp; in the <lb xml:id="l25"/>proportion of Gold to silver, that we are of opinion (<choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> most humble <lb xml:id="l26"/>submission) that the agreeing of Ireland <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> England therein may <lb xml:id="l27"/>deserve the consideration of the Government as a Preliminary to a <lb xml:id="l28"/>Mint whenever they shall provide for the charge of erecting one.</p>
    
<p xml:id="par5">The Directions in the Warrant of 14 Car. II referred to <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> <lb xml:id="l29"/>consideration being applied &amp; restrained to the present way of <lb xml:id="l30"/>coyning by the Mill &amp; Press without a Seigniorage &amp; without fine <lb xml:id="l31"/>&amp; ransome upon two penny weight remedy in the single pieces we <lb xml:id="l32"/>approve of.</p>
    
        <p xml:id="par6">If a standing Mint be desired for coyning from time to time the <lb xml:id="l33"/>Bullion of Merchants &amp; others we beleive it may put Ireland to a <lb xml:id="l34"/>greater charge then to coyne <del type="cancelled">the</del> such Bullion in London <add place="supralinear" indicator="yes">&amp; how <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="3"/></del> it may in time affect <del type="strikethrough">En</del><add place="supralinear" indicator="yes">the trade or <choice><abbr>governm<hi rend="superscript">t</hi></abbr><expan>government</expan></choice> of Engl<choice><sic>.</sic><corr type="noText"/></choice></add><choice><sic>gl</sic><corr type="delText"/></choice>and we do not know<choice><sic>.</sic><corr type="noText"/></choice></add>. Such a Mint <lb xml:id="l35"/>may have been <add place="supralinear" indicator="yes">often &amp;</add> much desired <del type="strikethrough">&amp; if it hath at any time been granted, the <lb xml:id="l36"/>Government has afterwards met with reasons to put an end to it</del><add place="supralinear" indicator="yes">but has either not been granted or not suffered to conti<lb xml:id="l37"/>nue</add>. For <fw type="catch" place="bottomRight">to</fw><fw type="pag" place="bottomLeft" hand="#unknown">214</fw><pb xml:id="p215r" n="215r"/>to use the words of our Predecessors in one of the Papers referred to <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> con<lb type="hyphenated" xml:id="l38"/>sideration, "It hath been the policy &amp; caution of Kings &amp; Queens of Eng<lb type="hyphenated" xml:id="l39"/>land to stock their Realm of Ireland with moneys (both for quantity &amp; <lb xml:id="l40"/>quality) coyned in their Mint in the Tower of London whereof one <lb xml:id="l41"/>part yet retains the name of the Irish Mint; and King <choice><orig>I</orig><reg>J</reg></choice>ames (of <lb xml:id="l42"/>happy memory) by his Indenture of the Mint caused his monies stampt <lb xml:id="l43"/>for Ireland to be charged with an Harp crowned for distinctions sake <lb xml:id="l44"/>whose Reasons and Examples (as we submissively conceive) may well <lb xml:id="l45"/>admit <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> first consideration<choice><orig/><reg><supplied reason="omitted">"</supplied></reg></choice></p>
    
    <p xml:id="par7">If the Government of Ireland shall think fit to discourage the <lb xml:id="l46"/>exportation of English money from thence by setting a value something <lb xml:id="l47"/>lower upon the forreign <unclear reason="hand"><del type="over"><gap reason="del" unit="chars" extent="2"/></del><add place="over" indicator="no">so</add></unclear> <unclear reason="hand"><del type="over"><gap reason="del" unit="chars" extent="2"/></del><add place="over" indicator="no">th</add></unclear>at when <unclear reason="hand"><del type="over"><gap reason="del" unit="chars" extent="1"/></del><add place="over" indicator="no">M</add></unclear>erchants <unclear reason="hand" cert="low"><del type="over"><gap reason="del" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add></unclear>r others have <lb xml:id="l48"/>occasion to export Gold or Silver they may chuse rather to export the <lb xml:id="l49"/>forreign monies then the English, there will be but little occasion for <lb xml:id="l50"/>a Mint in Ireland hereafter. A difference of one or two per cent <lb xml:id="l51"/>in the value of the monies may be sufficient for this purpose &amp; will <lb xml:id="l52"/>mend their Exchange without hindring the importation of the monies of <lb xml:id="l53"/>Spain or Flanders into Ireland by Trade.</p>
