<p>Atherton was arrested on criminal charges and without Lucas's knowledge. The guard's fight with the porter's son arose because the porter's family demanded bribes to open the gate. After hearing of the alleged sighting of King James in Roettier's house, Lucas tried three times to find a Mint officer to consult before searching the house, but without success. All inhabitants of the Tower are obliged to take oaths of loyalty at the Tower's court of record, and though this has hitherto been waived in the case of Mint employees, Lucas is no longer prepared to permit this infringement of the Tower's jurisdiction. Suspects the story of the drunken officer is as untrue as the claim that Lucas authorised his men to fire on Mint workers. He did forbid drink to be brought into the Tower for Mint workers, or food sold by them to the soldiers, following a complaint that the soldiers spent their cash on food and drink from the Mint workers though in debt to their own victuallers. Counters with charges that the Mint workers are habitually drunk and provoke the Tower guards: a sentry was recently almost murdered by a drunken horsekeeper and other Mint personnel.</p>

    <p xml:id="par7"><add place="marginLeft" indicator="no">5<hi rend="superscript">thly</hi>:</add> They p<choice><orig><hi rend="superscript">r</hi></orig><reg>re</reg></choice>tend that about a fortnight since, <lb xml:id="l106"/>Two of theire houses w<del type="over"><unclear reason="del" cert="medium">as</unclear></del><add place="over" indicator="no">ere</add> disturb'd at a <lb xml:id="l107"/>midnight by a Drunker Officer of the Guard, <lb xml:id="l108"/>who made a pass at one of theire <choice><abbr>S<hi rend="overline">erv<hi rend="superscript">ts</hi></hi>:</abbr><expan>Servants</expan></choice> &amp; <choice><abbr>endea<hi rend="overline">vor</hi>d</abbr><expan>endeavoured</expan></choice> <lb xml:id="l109"/>to make <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> bystanders <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="2"/></del> believe that the <choice><abbr>Serv<hi rend="superscript">t</hi>:</abbr><expan>Servant</expan></choice> was <lb xml:id="l110"/>in <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> fault, and that I was (untruly) inform'd, <lb xml:id="l111"/>that theire <choice><abbr>Se<hi rend="overline">rv</hi><hi rend="superscript">t</hi>:</abbr><expan>Servant</expan></choice> gott drunk and Affront <lb xml:id="l112"/>the Centinell, &amp; had order'd the Centinells to fire <lb xml:id="l113"/>at <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Minters, And that the Centinells are not <lb xml:id="l114"/>sett as Vsuall and why should they Looke a <lb xml:id="l115"/>good Officer, for pretence, of his being

        Drunk, <choice><abbr>w<hi rend="superscript">ch</hi>:</abbr><expan>which</expan></choice> was never yett made Death nor Centinells <lb xml:id="l116"/>Impower'd to shoot his Enemy, or any others who complai<add place="supralinear" indicator="no">ns</add> <lb xml:id="l117"/>of such bloody discipline, Or why should they be terrified <lb xml:id="l118"/>in the Mint. <lb xml:id="l119"/><choice><orig><hi rend="large">Whereas</hi></orig><reg>Whereas</reg></choice> I did not knowe nor ever <lb xml:id="l120"/>heard of the drunken Officer, untill I was Lately <lb xml:id="l121"/>inform'd by the Warden who <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">c</add>ould not tell me, <lb xml:id="l122"/>nor Can I find out who it was, Nor have I any <lb xml:id="l123"/>reason to believe the truth of the Complaint in that <lb xml:id="l124"/>matter, most of <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> other allegations being Scandellous <lb xml:id="l125"/>Groundless and untrue. And theire p<choice><orig><hi rend="superscript">r</hi></orig><reg>re</reg></choice>sence that <lb xml:id="l126"/>Centinells are not Sett (as usually) &amp; that I gave <lb xml:id="l127"/>Orders for <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Centinells to fire at the Minters, or any <lb xml:id="l128"/>others (save <choice><abbr>Gen<hi rend="superscript"><hi rend="overline">rll</hi></hi>:</abbr><expan>Generall</expan></choice> Orders as have been alwayes) <lb xml:id="l129"/>or allow of any bloody discipline or terrifie any <lb xml:id="l130"/>Body, is most scandellous and Grosely false (as <choice><abbr>a<hi rend="overline">ppea</hi><hi rend="superscript">rs</hi>:</abbr><expan>appears</expan></choice> <lb xml:id="l131"/>by <choice><abbr>Affid<hi rend="superscript">ts</hi>:</abbr><expan>Affidavits</expan></choice>) and for <choice><abbr>w<hi rend="superscript"><hi rend="overline">ch</hi></hi></abbr><expan>which</expan></choice>, and all the other abusses I <lb xml:id="l132"/>doubt not but <choice><abbr>yo<hi rend="superscript"><hi rend="underline">r</hi></hi>.</abbr><expan>your</expan></choice> <choice><abbr>Lop<hi rend="overline">ps</hi></abbr><expan>Lordshipps</expan></choice> will direct such <lb xml:id="l133"/>measures as I may have <choice><abbr>repa<hi rend="overline">racon:.</hi></abbr><expan>reparation.</expan></choice></p>
