<p>As the Mint Board understand it, a confiscation order was served on Redhead at Michaelmas 1699 by [Thomas] Neale [then master of the London Mint] because he owed the Norwich Mint over £3,300. He has been in gaol ever since and appears to be without funds: they recommend he be released subject to approval by the Queen's Counsel.</p>

<p xml:id="par3">In obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference of Iuly 3 <lb xml:id="l2"/>upon the annexed Petition of M<hi rend="superscript">r</hi> Anthony Redhead late Master &amp; <lb xml:id="l3"/>Worker of the Mint at Norwich, we have considered the matter and <lb xml:id="l4"/>humbly represent that <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice> Petitioner for a debt of above 3300<hi rend="superscript">li</hi> due <lb xml:id="l5"/>to the Treasury of that Mint had an Extent <del type="strikethrough"><unclear reason="del" cert="low">in</unclear> <unclear reason="del" cert="medium">And</unclear></del> taken out <lb xml:id="l6"/>against his body &amp; goods by M<hi rend="superscript">r</hi> Neale about Michaelmas 1699 <lb xml:id="l7"/>&amp; was thereupon committed to Prison in Ludgate (as he represents) <lb xml:id="l8"/>where he hath continued ever since. That we do not know <lb xml:id="l9"/>what private engagements there were between M<hi rend="superscript">r</hi> Neale &amp; <lb xml:id="l10"/>the Petitioner upon the setting up of that Mint nor how poor <lb xml:id="l11"/>the Petitioner is<add place="inline" indicator="no">.</add> <del type="strikethrough">tho he hath been frequently represented <lb xml:id="l12"/>us unable to pay the debt it seems to be poor. When he was first <lb xml:id="l13"/>imprisoned the Officers of the Mint believed that he had money <lb xml:id="l14"/>but it doth not appear to us that he hand. And</del> <add place="supralinear" indicator="yes">But</add> considering <lb xml:id="l15"/>that he hath lain long in prison <add place="supralinear" indicator="yes">&amp; that his estate if he hath any doth not appeare to us</add> we beleive it <del type="cancelled">very</del> reasonable <lb xml:id="l16"/>that he should be set at liberty so soon as it can be done by <add place="supralinear" indicator="yes">a</add> due <lb xml:id="l17"/><del type="strikethrough">course of law</del> method. <del type="strikethrough">But</del><add place="supralinear" indicator="no">For</add> if her <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> sets him at liberty <lb xml:id="l18"/>she discharges M<hi rend="superscript">r</hi> Neale &amp; his security from the debt. The Peti<lb type="hyphenated" xml:id="l19"/>tioner was <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">M</add><hi rend="superscript">r</hi> Neale's Prisoner &amp; to set him at liberty <lb xml:id="l20"/>belongs to M<hi rend="superscript">r</hi> Neales Administrators <del type="strikethrough">(whenever there shall be <lb xml:id="l21"/>any) &amp; to his</del> &amp; security <add place="lineBeginning supralinear" indicator="yes">&amp; yet if they set him at liberty they discharge him of the debt</add>. <del type="strikethrough">And on order to his opinion we</del><add place="supralinear" indicator="no">In order<del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> <unclear reason="hand"><del type="over"><gap reason="over" unit="chars" extent="2"/></del><add place="over" indicator="no">to</add></unclear> his</add> liberty <lb xml:id="l22"/>we are humbly of opinion that the <choice><abbr>Acc<hi rend="superscript">ts</hi></abbr><expan>Accounts</expan></choice> of the country Mints <lb xml:id="l23"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> lye in the Auditors hands be dispatcht <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> all convenient <lb xml:id="l24"/>speed &amp; that M<hi rend="superscript">r</hi> Neales security do attend the passing of them <lb xml:id="l25"/>And when it appears how recconings stand between her <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> <lb xml:id="l26"/>&amp; them, we shall be ready to advise with the Queens Coun<unclear reason="hand"><del type="over">ci</del><add place="over" indicator="no">se</add></unclear>l <lb xml:id="l27"/>about the next step for bringing things to an issue</p>
