<p>Proposes the appointment of a board of five hereditary commissioners, including himself and the addressee, at a salary of £500 a year each, to supervise coining according to a method he has invented that renders counterfeiting impossible. Salaries of senior Mint officers could also be raised by around £200, since Rotherham's method will save the government between fifteen and twenty thousand pounds a year.</p>

    <p xml:id="par3"><hi rend="large">I p</hi>resume to Acquaint your Honour that I have <lb xml:id="l1"/>for many Years last past Imployed my whole time, and <lb xml:id="l2"/>much money in the Publick service, wherein I have <lb xml:id="l3"/>been so successful that the Government has had grat <lb xml:id="l4"/>Benefit thereby without my being Reimbursed my <lb xml:id="l5"/>charges, much less Rewarded for my service, altho I Produced <lb xml:id="l6"/>ample Certificates signed by several Members of the <lb xml:id="l7"/><choice><abbr>Hono<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">H</add>ouse of Commons to prove my Perf<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">o</add>rmance, <lb xml:id="l8"/>Notwithstanding which (tho the Treatment I have had might <lb xml:id="l9"/>have Discouraged any one from further Endeavours to Serve <lb xml:id="l10"/>the Government yet it doth not me for) I am Earnestly <lb xml:id="l11"/>desirous to Exert myself therein to my lives end.</p>
    
    <p rend="indent5" xml:id="par4">I have a Proposall to make to your Honour <lb xml:id="l12"/>Relating to the Coin, whereby the Salaries of the <lb xml:id="l13"/>Master Worker, Master Melter, and the Master Graver <lb xml:id="l14"/>of the Mint will be Encreased at least Two hundred <lb xml:id="l15"/>Pounds yearly or as your Honour shall think fit, <lb xml:id="l16"/>and the Government save between Fifteen, and <lb xml:id="l17"/>Twenty Thousand Pounds Per <choice><abbr>An<hi rend="overline">n</hi>.</abbr><expan>Annum</expan></choice> Which I humbly <lb xml:id="l18"/>hope will be Esteemed a Matter of such Consequence

        as to have the Management thereof under the <lb xml:id="l19"/>Conduct of Five Comissioners (whereof yourself to <lb xml:id="l20"/>be one) seperate from the present Comissioners of the <lb xml:id="l21"/>Mint. And that his <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> King George wou'd be <lb xml:id="l22"/>graciously pleased to Grant his Letters Patents under <lb xml:id="l23"/>the Great Seal of Great Britain to Constitute such <lb xml:id="l24"/>Ne<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">w</add> Comissioners and their Heirs for ever Comissioners <lb xml:id="l25"/>in Fee for Manageing the Coin in the Method I <lb xml:id="l26"/>shall make known to your Hour (if permitted <lb xml:id="l27"/>so to do) with the yearly Salary of Five hundred <lb xml:id="l28"/>Pounds each.</p>
    
    <p xml:id="par5">Those who I wou'd Recomend to be joyned with <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <lb xml:id="l29"/>Honour in the Comission are <space dim="vertical" unit="lines" extent="1"/></p>

    <p rend="indent0" xml:id="par7">The Right <choice><abbr>Hono<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> Richard Hambin Esq<hi rend="superscript">r</hi></p>
    <p rend="indent0" xml:id="par8">Ioseph Blake of Red Lyon Square Esq<hi rend="superscript">r</hi> <choice><orig><lb type="intentional" xml:id="l30"/><space dim="horizontal" unit="chars" extent="8"/></orig><reg><lb xml:id="l31"/></reg></choice>and myself. <space dim="vertical" unit="lines" extent="1"/></p>
    
    <p xml:id="par9">The Method found out by me will Effectually at all times <lb xml:id="l32"/>hereafter prevent the Currant Coin thos this Kingdom being <lb xml:id="l33"/>Counterfeited, whereby the lives of many persons in time to come <lb xml:id="l34"/>will be saved, who else might suffer the L<unclear reason="hand">aw</unclear> for Counterfeiting.</p>
    
    <p xml:id="par10">When this is put in Practice here<add place="inline" indicator="no">,</add> <del type="over">f</del><add place="over" indicator="no">t</add>he Vse of it will be so <lb xml:id="l35"/>easily deserned, that not only all Courts in Europe, but those

    of other Countries all over the World, where the Mettalls of <lb xml:id="l36"/>Gold, and Silver are Coined, will take the same way to prevent <lb xml:id="l37"/>Counterfeiting. But Great Britain being the first who <lb xml:id="l38"/>Introduces the same into the World, will <choice><sic>ad</sic><corr>add</corr></choice>
much to the glory <lb xml:id="l39"/>of the British Nation, and be <del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">so</add> Remarkable, and <lb xml:id="l40"/>Memorable, as to be Recorded amongst the many Great things <lb xml:id="l41"/>done by his <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice>, in this his happy Reign, and Great Honour to <lb xml:id="l42"/>yourself, by being done during the time of your honours having <lb xml:id="l43"/>the <choice><sic>cheif</sic><corr>chief</corr></choice> Direction of the Coinage</p>
