In obedience to yoryour LordspsLordships Order of Referrence of yethe 22th: Decembr Last. We have perused yethe Annex'd Memorial of Mr Allardes the Master of Her Majtis.Majesties Mint at Edinburgh & humlby represent that yethe Charges allowed to yethe Monyrs.Moneyers by Her Majties.Majesties Warrt:Warrant above 9d: ꝑper Lwt.pound weight Troy for Coinage of Silver are extraordinary & so are yethe charges of refining yethe Coursest Ingotts of Silver to bring yethe rest to standard: And therefore booth those Charges are in Our humble opinion to be born by Her Majtie:Majestie out of yethe Bullion for Coinage belonging to that Mint & to be placed by yethe Master among the Incident charges in his Accounts. The Extra charges allowed to yethe Monyers may amount to about three farthings ꝑper £wt.pound weight Troy. besides yethe Charges of theire journey.

And We are further of Opinion that for preventing any stopp to yethe Coinage The Rt.Right Honble.Honourable the Lords Commrs.Commissioners of Her Majtes.Majesties Treasry.Treasury in Scotland be desired to give Orders from time to time to yethe Collectr.Collector of yethe Bullion to pay upon Account such sum̄mms of money to yethe said Master as they shall finde sufficient for defraying as well yethe extraextraordinary as yethe ordinary charges of yethe Coinage, & to direct yethe Wardens of that Mint to see that yethe Moneys so paid be apply'd by yethe Master duly & in just proportion to Every Mans service without any undue preference or neglect.

As for yethe Melting of yethe old Moneys into Ingotts We are humbly of Opinion that a penny ꝑper Lwt.pound weight Tory is a reasonable allowance for yethe same it being yethe usual price which Merchants pay yethe Goldsmiths for Melting their silver into Ingotts in London. But this Allowance cannot be paide out of yethe Bullion belonging to yethe Mint because this Melting is no part of yethe Coinage. Gold & Silver ought to be in yethe Ingott when Imported into yethe Mint, & if it be not in yethe Ingott the Owner causes it to be Melted into Ingotts by whome he pleaseth & at his owne charge & bears yethe Loss by Waste.

And this must be done before yethe Master of yethe Mint can receive it from him by Weight & Assay upon his Note in Order to Coine it, & therefore is allways done at yethe Owners charge, according to this methodyethe Importer did bear yethe whole Loss by this melting in yethe late Coynage of yethe hammered Money in England, & the same should be now born by yethe Importers in Scotland & placed among yethe Losses mencondmentiond in yethe Act of Vnion in these words It is agreed that in yethe first place out of yethe aforesd.aforesaid sum (that is out of yethe Equivalent) what ConsideraconConsideration shall be foudn necessary to be had for any Losses wch.which private persons may susteine by Reduceing yethe Coine of Scotland to the standard & value of yethe Coine of England may be made good By Her MajtesMajesties most Honble.Honourable Privy Councill of Scotland haveing appointed this melting of yethe old Money into Ingots. We humbly offer to your LordspsLordships ConsideraconConsideration whither it may not be propper for theire LordspsLordships if they think fitt to apointe also yethe Recompence for ꝑperforminming this Melting
