                <p rend="indent0" xml:id="par2">May it please <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> <space dim="vertical" unit="lines" extent="2"/></p>
                
                <p xml:id="par3"><hi rend="large">I</hi>n obedience to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference signified <lb xml:id="l2"/>to us the Officers of his <choice><abbr>Maj<hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> Mint by M<hi rend="superscript">r</hi> Lowndes, we have <lb xml:id="l3"/>considered the Memorial of the Chancellour of Ireland about <lb xml:id="l4"/>erecting a Mint in that Kingdom &amp; also the Report of the <lb xml:id="l5"/>late Warden &amp; Master <del type="over">of</del><add place="over" indicator="no">an</add>d the other Papers accom<lb type="hyphenated" xml:id="l6"/>panying the said Memorial and finding upon enquiry into <lb xml:id="l7"/>the state of the coyn of Ireland that the forreign coyns <lb xml:id="l8"/><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> make a great part of their silver monies are g<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">en</add>erally <lb xml:id="l9"/>in great pieces <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> are inconvenient for change in marketing, <lb xml:id="l10"/>&amp; other small expences and that by the want of smaller <lb xml:id="l11"/>silver monies the coyning of greater quantities of Copper <lb xml:id="l12"/>monies for change hath been so much encouraged as to be <lb xml:id="l13"/>complained of: we are humbly of opinion that this incon<lb xml:id="l14"/>venience may deserve to be remedied by reco<del type="over">i</del><add place="over" indicator="no">y</add>ning the said <lb xml:id="l15"/>forreign monies or some part thereof into smaller monies <lb xml:id="l16"/>of the same weight <del type="over"><gap reason="illgblDel" unit="chars" extent="3"/></del><add place="over" indicator="no">and</add> allay species &amp; impression <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <lb xml:id="l17"/>the monies of England, adding only such a mark of dis<lb type="hyphenated" xml:id="l18"/>tinction as his <choice><abbr>Maj<hi rend="superscript">ty</hi></abbr><expan>Majesty</expan></choice> shall think fit. And we <choice><sic>beleive</sic><corr>believe</corr></choice> it <lb xml:id="l19"/>cheapest <add place="supralinear" indicator="yes">&amp; best</add> for Ireland and safest for England to have this <lb xml:id="l20"/>coynage <del type="strikethrough">performed</del><add place="supralinear" indicator="no">dispatcht</add> at once by <add place="supralinear" indicator="yes">erecting</add> a Mint <del type="strikethrough">to be erected <del type="cancelled">some</del></del> <lb xml:id="l21"/>in Ireland for <add place="inline" indicator="no">so</add><del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">m</add><add place="inline" indicator="no">e</add> short time (<del type="strikethrough">suppose <add place="inline" indicator="no">of</add> a year &amp; an half</del><add place="supralinear" indicator="no">as eighteen months</add> or <lb xml:id="l22"/>two years) under the same Laws &amp; Rules <add place="supralinear" indicator="yes"><del type="strikethrough">by Indenture</del></add> <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> this in the Tower <lb xml:id="l23"/><del type="strikethrough">&amp;</del> <add place="supralinear" indicator="yes"><del type="strikethrough">we</del></add> <add place="supralinear" indicator="no">but <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> less salaries <add place="supralinear" indicator="yes">&amp; fewer Officers <del type="strikethrough"><choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> may be easily done</del></add><del type="cancelled"><unclear reason="del" cert="low">.</unclear></del> <del type="strikethrough">&amp;</del> <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">b</add>y lowering the value of the forreign moneys <del type="strikethrough">so much as may suffice</del> <add place="supralinear" indicator="yes"><del type="strikethrough">from time to time</del></add> to bring th<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">em</add> into <choice><abbr>y<hi rend="superscript">e</hi></abbr><expan>the</expan></choice></add> <lb xml:id="l24"/><add place="lineBeginning" indicator="no">Mint &amp; we</add> are <del type="strikethrough">very</del> ready to promote such a designe &amp; p<del type="over"><unclear reason="del" cert="low">r</unclear></del><add place="over" indicator="no">a</add>rticularly 
                    <lb xml:id="l25"/>to supply that Mint <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> <add place="supralinear" indicator="yes">standard weights &amp; Tryal pieces &amp;</add> Dyes &amp; Coyning Tools &amp; to <del type="strikethrough">examin</del><add place="supralinear" indicator="no">try</add> <lb xml:id="l26"/>their money. <add place="inline" indicator="no"><del type="strikethrough">by weight &amp; assay</del></add></p>
                
                <p xml:id="par4"><del type="cancelled">But</del> <del type="over">i</del><add place="over" indicator="no">I</add>f a lasting Mint be desired for coyning the Bullion 
                    <lb xml:id="l27"/>of Merchants &amp; other<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">s</add> <add place="supralinear" indicator="yes">perpetually</add>, we <del type="strikethrough">know not of what consequence such <lb xml:id="l28"/>a Mint may prove &amp; therefore</del><add place="supralinear" indicator="no">humbly beg leave to repeat a clause <lb xml:id="l29"/>of a Memorial, <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> Predecessors</add> almost forty years ago, in <lb xml:id="l30"/>opposing the erection of a Mint for 21 years in Ireland laid <lb xml:id="l31"/>before <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <del type="cancelled">Lord</del> <choice><abbr>Hon<hi rend="superscript">ble</hi></abbr><expan>Honourable</expan></choice> Board, &amp; a Copy of <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is now communicated <lb xml:id="l32"/>to us by M<hi rend="superscript">r</hi> Lowndes. <choice><orig/><reg><supplied reason="omitted">"</supplied></reg></choice>It hath been, say they, the Policy &amp; caution

                    of Kings &amp; Queens of England to stock their Realm of 
                    <lb xml:id="l33"/>Ireland with moneys (both for quantity &amp; quality) coyned in 
                    <lb xml:id="l34"/>their M<del type="over">aj</del><add place="over" indicator="no">in</add><hi rend="superscript"><del type="cancelled">t</del></hi><del type="over"><hi rend="superscript">y</hi></del><add place="over" indicator="no">t</add> in the Tower of London whereof one part 
                    <lb xml:id="l35"/>yet retains the name of the Irish Mint: and King <choice><orig>I</orig><reg>J</reg></choice>ames 
                    <lb xml:id="l36"/>(of happy memory) by his Indenture of the Mint caused his 
                    <lb xml:id="l37"/>monies stampt for Ireland to be charged with an Harp crowned 
                    <lb xml:id="l38"/>for distinctions sake, whose Reasons and Examples (as we 
                    <lb xml:id="l39"/>submissively conceive) may well admit <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> Lordships first 
                    <lb xml:id="l40"/>consideration<choice><orig/><reg><supplied reason="omitted">"</supplied></reg></choice></p>
                
                <p xml:id="par5">The consequence of a standing Mint in Ireland in <lb xml:id="l41"/>respect of the Government &amp; Trade of England we are <lb xml:id="l42"/>not able to foresee, but in this and every thing submitt <lb xml:id="l43"/><choice><abbr>o<hi rend="superscript">r</hi></abbr><expan>our</expan></choice> opinion to <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> great wisdome</p>
