                <p rend="indent0" xml:id="par2"><hi rend="large">May it please <choice><abbr>yo<hi rend="superscript">r</hi></abbr><expan>your</expan></choice> <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice></hi> <space dim="vertical" unit="lines" extent="1"/></p>
                
                <p xml:id="par3">In obedience to your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> Order of Reference <lb xml:id="l2"/>upon the Memorial of the General of the Mint in Scotland <lb xml:id="l3"/>for impresting upon account <del type="strikethrough">to th<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">s</add> Lords<hi rend="superscript">p</hi></del> two thousand four <lb xml:id="l4"/>hundred pounds to his <choice><abbr>Lor<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">d</add><hi rend="superscript">p</hi></abbr><expan>Lordship</expan></choice> out of the coinage Duty as due <lb xml:id="l5"/>for the service of the said Mint for the two years ending <lb xml:id="l6"/>at Christmas last, together with such further summ as <lb xml:id="l7"/>your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> shall judg necessary for bearing the charge of <lb xml:id="l8"/>coinage; I humbly represent, that by the Act of Vnion the <lb xml:id="l9"/>Mint in Scotland was to be conformable to the Mint in Eng<lb type="hyphenated" xml:id="l10"/>land, &amp; by the Act <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> passed in the first year of his present Ma<lb type="hyphenated" xml:id="l11"/>jesty for continuing the former Acts for the encourage<del type="over"><gap reason="illgblDel" unit="chars" extent="2"/></del><add place="over" indicator="no">m</add>ent of coin<lb xml:id="l12"/>age, your Lordships are <choice><orig>impoured</orig><reg>impowered</reg></choice> out of the moneys arising in <lb xml:id="l13"/>great Britain by the said Act, to cause so much money to be <lb xml:id="l14"/>issued out of the Exchequer to the Master of the Mint in <lb xml:id="l15"/>England &amp; to the General of the Mint in Scotland respecti<lb type="hyphenated" xml:id="l16"/>vely by way of imprest <del type="strikethrough">up</del> &amp; upon account, as shall be ne<lb type="hyphenated" xml:id="l17"/>cessary for defraying the expenses of the said Mints, &amp; <lb xml:id="l18"/>that all the moneys issued out of the Exchequer to his <choice><abbr>Ma<hi rend="superscript">ts</hi></abbr><expan>Majestys</expan></choice> <lb xml:id="l19"/>Mint in England are <add place="supralinear" indicator="yes">pursuant to the Act of coynage</add> imprest in general words for the use <lb xml:id="l20"/>&amp; service of th<del type="over">e</del><add place="over" indicator="no">i</add><add place="inline" indicator="no">s</add> Mint, so that they may be applied to the <lb xml:id="l21"/>charge of coynage as well as to any other charges of the <lb xml:id="l22"/>Mint.</p>
                
                <p xml:id="par4">The salaries of the Officers of the Mint in Scotland amount <lb xml:id="l23"/>only to 980<hi rend="superscript"><hi rend="overline">li</hi></hi> per annum whereof 50<hi rend="superscript"><hi rend="overline">li</hi></hi> per <choice><abbr>a<hi rend="overline">n</hi></abbr><expan>annum</expan></choice> is to cease at <lb xml:id="l24"/>the death of the late Clerk of the Bullion, &amp; the charge of <lb xml:id="l25"/>keeping the Offices in repair &amp; the dwelling houses of the <lb xml:id="l26"/>Officers wind &amp; water tite, can be but small; &amp; therefore <lb xml:id="l27"/>twelve hundred pounds per annum allowed to that Mint without <lb xml:id="l28"/>including the charge of coinage, is too much. If to the 1200<hi rend="superscript"><hi rend="overline">li</hi></hi> <lb xml:id="l29"/>already in their hands 1800<hi rend="superscript"><hi rend="overline">li</hi></hi> more be added to mak<del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">e</add> up the <lb xml:id="l30"/>whole summ 3000<hi rend="superscript"><hi rend="overline">li</hi></hi> for the three years ending at Christmas <lb xml:id="l31"/>last, &amp; the 1800<hi rend="superscript"><hi rend="overline">li</hi></hi> be imprest for the use &amp; service of that <lb xml:id="l32"/>Mint in general, so that it may be applied to all sorts of <lb xml:id="l33"/>charges: the Account be made up till Christmas last, &amp; the <lb xml:id="l34"/>ballance thereof certified to your <choice><abbr>Lord<hi rend="superscript">ps</hi></abbr><expan>Lordships</expan></choice> in order to be considered <lb xml:id="l35"/>when the next moneys shall be imprest. And so on from time to time.</p>
                
                <p xml:id="par5">And considering that the Indenture of that Mint doth not <fw type="catch" place="bottomRight">impower</fw><pb xml:id="p106r" n="106r"/><fw type="pag" place="bottomLeft">106</fw> impower the General to pay any moneys, I am humbly of opinion that <lb xml:id="l36"/>there should be a Signe manual sent to him, impowering &amp; directing <lb xml:id="l37"/>him to pay the salaries &amp; other expences to whom they are or shall <lb xml:id="l38"/>become due by the said Indenture &amp; to make up his accounts annually <lb xml:id="l39"/>&amp; directing him &amp; all the Officers in their several stations to take <lb xml:id="l40"/>care that the moneys be duly coined, &amp; to observe all the Rule<add place="inline" indicator="no">s</add> &amp; <lb xml:id="l41"/>Precepts set down in the said Indenture (except the alterations made <lb xml:id="l42"/>by Parliament,) untill a new Indenture shall be made.</p>
                
                <p xml:id="par6">And that there may be no more complaints of the want of <lb xml:id="l43"/>moneys to beare the charge of coynage, the General may have <lb xml:id="l44"/>notice to pay those charges in the first place &amp; let the deficiency <lb xml:id="l45"/>(when ever there shall be any) fall upon the salaries. <space dim="vertical" unit="lines" extent="1"/></p>
