<p xml:id="par1">The word of God <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> only direction of Conscience &amp; <lb xml:id="l6"/>a certaine rule for all Estates &amp; Offices doth often &amp; most <lb xml:id="l7"/>earnestly teach <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> Godly <del type="cancelled">P<unclear reason="del" cert="low">ri</unclear>ples</del> <add place="supralinear" indicator="no">Princes</add> &amp; Magistrates not only in <lb xml:id="l8"/>Conscience safely may but also in duty towards God ought <lb xml:id="l9"/>severely &amp; uprightly to administer justice. For this is one <lb xml:id="l10"/>of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> principall causes for <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> providence &amp; wisdome <lb xml:id="l11"/>of God hath ordained Magistrates in Co<choice><orig>m̄</orig><reg>mm</reg></choice>onweales <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> they <lb xml:id="l12"/>might by Iustice &amp; punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> according to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> greatness of <lb xml:id="l13"/><choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> offence repress <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> wickedness of mankind whereunto <lb xml:id="l14"/>by corruption of Nature they are inclined.</p>
<p xml:id="par2">The Magistrate (as S<hi rend="superscript">t</hi> Paul saith)<anchor xml:id="n001r-01"/><note place="marginRight" target="#n001r-01">Rom. 13</note> is <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> minister of God <lb xml:id="l15"/>&amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> revenger of wrath towards him <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> hath done evill &amp;c</p>  
<p xml:id="par3">And S<hi rend="superscript">t</hi> Peter <anchor xml:id="n001r-02"/><note place="marginRight" target="#n001r-02">1 Pet. 2</note>be subject to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> King as to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> cheif or to <lb xml:id="l16"/><choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> under Rulers as sent of him <foreign xml:lang="lat">ad vindictam nocentium</foreign> <lb xml:id="l17"/>to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> or revengement of Offenders &amp; to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> praise of <lb xml:id="l18"/>them <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> do well</p>
<p xml:id="par4">If <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Magistrate doe not this God threatneth heavy pu<lb type="hyphenated" xml:id="l19"/>nish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> when you were (saith wisdome to Princes)<anchor xml:id="n001r-03"/><note place="marginRight" target="#n001r-03">Sap. 6</note> <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Ministers of his Kingdome you have not executed Iudg<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> rightly nor <lb xml:id="l20"/>kept <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Law nor walked according to his will horrible &amp; <lb xml:id="l21"/>right soon shal he appear unto you. For as hard Iudgment <lb xml:id="l22"/>shal they have <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> fear rule &amp; <foreign xml:lang="lat">Potentes proventur tormenta <lb xml:id="l23"/>patentur</foreign>. Now then if <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Magistrate be <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Minister of God in <lb xml:id="l24"/>his name &amp; authority to punish <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> wicked according to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> measure <lb xml:id="l25"/>of their offences &amp; are threatned grievous punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> if they <lb xml:id="l26"/>do not &amp; on <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> other party <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> scottish Q hath offended in two <lb xml:id="l27"/>highest degrees both concerning Gods religion &amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> disheriting <fw type="catch" place="inline">and</fw><pb xml:id="p001v" n="1v"/> &amp; destruction of our Prince. We see not but her <choice><orig>Ma<hi rend="superscript">tie</hi></orig><reg>Majestie</reg></choice> must needs <lb xml:id="l28"/>offend in Conscience before God if she do not punish her <lb xml:id="l29"/>according to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> measure of her offence in <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> highest degree.</p>
<p xml:id="par5">Consider not saith God<anchor xml:id="n001v-01"/><note place="marginLeft" target="#n001v-01">Levt. 19.</note> <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> person of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> poor nor honour <lb xml:id="l30"/><choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> countenances of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> rich. It is not good saith Solomon<anchor xml:id="n001v-02"/><note place="marginLeft" target="#n001v-02">Prov. 18.</note> <lb xml:id="l31"/>to regard <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> person of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> wicked thereby to decline from <lb xml:id="l32"/><choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> truth of Iudgment. </p>
<p xml:id="par6">And Iesus Syrack<anchor xml:id="n001v-03"/><note place="marginLeft" target="#n001v-03"><choice><orig>Eccl<hi rend="overline">us</hi></orig><reg>Ecclesiasticus</reg></choice> 7<hi rend="superscript">sti</hi></note> make no labor to be a Iudge except <lb xml:id="l33"/>thou have <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> stoutness <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> thou mightily maist put down <lb xml:id="l34"/>wickedness, for if thou stand in awe of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> mighty thou canst <lb xml:id="l35"/>not but faile in giving sentence. Wherefore whether <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> <lb xml:id="l36"/>late Queen of Scots be Queen or Subject be stranger or <lb xml:id="l37"/>citizen be kinn or not kinn by Gods word for so great offences <lb xml:id="l38"/>she should have <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> just deserved punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> &amp; <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> in <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> highest degree.</p>
<p xml:id="par7">When God by his just providence doth commit any greivous <lb xml:id="l39"/>offender into <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> hands of a Prince or Magistrate as to his <lb xml:id="l40"/>Minister to be punished he ought to fear <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> heavy displeasure <lb xml:id="l41"/>of God if by any color he do omitt <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> same. <foreign xml:lang="lat">Non enim ho<lb type="hyphenated" xml:id="l42"/>minis judicium est sed Dei. et maledictus est qui facit opus <lb xml:id="l43"/>Domini fraudulenter vel negligenter.</foreign> For God oftentimes <lb xml:id="l44"/>bringeth Sinners to punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> for other Offences then those <lb xml:id="l45"/><choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> are known &amp; appear to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> world. And therefore hath <lb xml:id="l46"/>he shewed himself greivously displeased when such by <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> <lb xml:id="l47"/>color of mercy &amp; pitty in Princes have escaped just Iudgment.</p>
<p xml:id="par8">When Saul spared Agag<anchor xml:id="n001v-04"/><note place="marginLeft" target="#n001v-04">1 Reg. 5.</note> although he were a King God <lb xml:id="l48"/>took from <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> same Saul his good Spirit &amp; <del type="strikethrough">s</del>transferd <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> kingdome <lb xml:id="l49"/>of Israel from him &amp; his heirs forever.</p>
<p xml:id="par9">When Achab spared Benadab <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> King of Syria by his un<lb type="hyphenated" xml:id="l50"/>reasonable clemency tho he were a great Prince God willed the <lb xml:id="l51"/>Prophet to say unto him Because thou hast let escape out of thine <pb xml:id="p002r" n="2r"/> hand <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Man <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> I would have <add place="supralinear" indicator="yes">had</add> to dye thy life shall be for <lb xml:id="l52"/>his life &amp; thy people for his people. In these examples <lb xml:id="l53"/>great pretence might be made for mercy for sparing <lb xml:id="l54"/>of them &amp; great <choice><sic>reproah</sic><corr>reproach</corr></choice> of bloodiness &amp; cruelty in <lb xml:id="l55"/><choice><sic>in</sic><corr type="noText"/></choice> contrary. But we see how God judged in them. The <lb xml:id="l56"/>late Q. of Scots being a greivous offender divers ways <lb xml:id="l57"/>both before she came ino this land &amp; afterwards, hath <lb xml:id="l58"/>been by Gods especialll &amp; marvellous providence put into <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> <lb xml:id="l59"/>Queens <choice><orig>Ma<hi rend="superscript">ties</hi></orig><reg>Majesties</reg></choice> hand to be punished &amp; far more notably then <lb xml:id="l60"/>Agag &amp; B<app type="authorial"><rdg place="inline">o</rdg><rdg place="supralinear">e</rdg></app>nadab were put into <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> hands of Saul &amp; Achab <lb xml:id="l61"/>Therefore it is greatly to be feared if she escape as <lb xml:id="l62"/>Benadab did under pretence of mercy &amp; honourable deal<lb type="hyphenated" xml:id="l63"/>ings <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> Gods heavy displeasure will for <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> same light both <lb xml:id="l64"/>upon <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Prince &amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Realm as it did upon Achab &amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Israelites <lb xml:id="l65"/>shortly after.</p>
<p xml:id="par10">This sentence of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Prophets as it is for certain report<lb type="hyphenated" xml:id="l66"/>ed was spoken to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> <choice><orig>L<hi rend="superscript">d</hi></orig><reg>Lord</reg></choice> Iames late Regent of Scotland when <lb xml:id="l67"/><choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> so much lenity he proceeded therein. It hath followed too true in him <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> <choice><orig>L<hi rend="superscript">d</hi></orig><reg>Lord</reg></choice> turne it from our gracious soveraigne.</p>
<p xml:id="par11">Every good Prince ought by Gods command<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> to punish <lb xml:id="l68"/>even by death all such as do seek to seduce the people of <lb xml:id="l69"/>God from his true worship unto superstition and Idolatry. <lb xml:id="l70"/>For <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> offence God hath always greivously punished such as <lb xml:id="l71"/>co<choice><orig>m̄</orig><reg>mm</reg></choice>itted <choice><orig>ag<hi rend="superscript">t</hi></orig><reg>against</reg></choice> <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> first Table Deut. 13 his words are these. If thy brother <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Son of thy Mother or thy own Son or thy <lb xml:id="l72"/>Daughter or <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> wife <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> lieth in thy bosome or thy friend <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> <lb xml:id="l73"/>is as thy own Soul unto thee entice thee saying let us go and <lb xml:id="l74"/>serve <del type="over"><unclear reason="del" cert="medium">other</unclear></del><add place="over" indicator="no">stran</add>g Gods &amp; thou shalt not consent unto him nor <lb xml:id="l75"/>hearken unto him thy eye shal not pity him neither shalt <lb xml:id="l76"/>thou have compassion on him nor keep him secret but <lb xml:id="l77"/>cause him to be slain thine own hand shal be first upon <lb xml:id="l78"/>him to kill him &amp;c And afterwards addeth <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> all Israel <lb xml:id="l79"/>shal fear to do any more such wickedness. The residue <lb xml:id="l80"/>of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> chapter containes more previous matter <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> we wold <pb xml:id="p002v" n="2v"/> wish all them to read <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> in great offences under color of <lb xml:id="l81"/>pity are loath to have sharp punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> used. Now you may <lb xml:id="l82"/>perceive <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> God willeth his Magistrates not to spare either <lb xml:id="l83"/>brother or sister or son or daughter or wife or freind be <lb xml:id="l84"/>he never so nigh if he seek to seduce <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> people of God <lb xml:id="l85"/>from his true worship much less is an enemy or traytor <lb xml:id="l86"/>to be spared, yea &amp; he addeth <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> cause <del type="over">t</del><add place="over" indicator="no">w</add>hy he wold have <lb xml:id="l87"/>so sharp punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> used in such cases <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> Israel may fear <lb xml:id="l88"/>to do <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> like. But <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> late Q. of Scots hath not only sought <lb xml:id="l89"/>&amp; wrought by all meanes she can to seduce <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> people of <lb xml:id="l90"/>God in this realm from true religion but it is <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> only hope <lb xml:id="l91"/>of all <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> adversaryes of God throughout all Europe &amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> <lb xml:id="l92"/>instru<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> whereby they trust to overthrow <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Gospell of <lb xml:id="l93"/>Christ in all Countries. <p xml:id="par13"><anchor xml:id="n002v-02"/><note place="marginLeft" target="#n002v-02">The 4<hi rend="superscript">th</hi> reason</note>It is dangerous for any Prince as well as for his own state <lb xml:id="l106"/>as also for <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> may come from Gods hands by slack<lb type="hyphenated" xml:id="l107"/>ness of Iustice in great offences to give occasion by hope of <lb xml:id="l108"/>impunity of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> encrease of like wickedness. Ioab being spared <lb xml:id="l109"/>of David for murthering of Abner killed Amasa also. Because <lb xml:id="l110"/>A<choice><orig>m̄</orig><reg>mm</reg></choice>on was winked at by his father for committing rape &amp; incest with <lb xml:id="l111"/>his own sister, Absalon under hope of like impunity was emboldened <pb xml:id="p003r" n="3r"/> to murder his brother Ammon.</p>
<p xml:id="par14">But look I pray you how greivously God punished <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> slack <lb xml:id="l112"/>Iustice of David coloured <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> tender heart towards his natural <lb xml:id="l113"/>Children did he not suffer yea &amp; by his just Iudgment rais<del type="over">d</del><add place="over" indicator="no">e</add> <lb xml:id="l114"/>one of his own Sons towards whom he used but excessive ten<lb type="hyphenated" xml:id="l115"/>derness &amp; pity to rebell <choice><orig>ag<hi rend="superscript">t</hi></orig><reg>against</reg></choice> him &amp; drive him out of his kingdom.</p>
<p xml:id="par15">The late Scottish Q. hath heaped up all <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> sins of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> licen<lb type="hyphenated" xml:id="l116"/>tious Sons of David adultery, murder, conspiracy, treason &amp; blas<lb type="hyphenated" xml:id="l117"/>phemies <choice><orig>ag<hi rend="superscript">t</hi></orig><reg>against</reg></choice> God also &amp; if she escape <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> slight or no punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> <lb xml:id="l118"/>her <choice><orig>Ma<hi rend="superscript">tie</hi></orig><reg>Majestie</reg></choice> in Conscience ought <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> as also good &amp; faithful subjects <lb xml:id="l119"/>to fear <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> God will reserve her as an Instrument to put <lb xml:id="l120"/>her from <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> royall seat of this kingdom &amp; to plague the <lb xml:id="l121"/>unthankfull &amp; naughty subjects. <foreign xml:lang="lat">Quod omen ut Deus avertat <lb xml:id="l122"/>precamur.</foreign> Shall we think <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> God will <choice><sic>no</sic><corr cert="high" resp="#jy">not</corr></choice> plague it surely <lb xml:id="l123"/>our hearts do greatly fear he will do it greivously.</p>
<p xml:id="par16"><anchor xml:id="n003r-01"/><note place="marginRight" target="#n003r-01">The 5<hi rend="superscript">th</hi> reason</note>A Prince ought in Conscience before God by all <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> means <lb xml:id="l124"/>he can to see to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> quietness safety &amp; good estate of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> people <lb xml:id="l125"/>over <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> God hath appointed him governour for in <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Prophets <lb xml:id="l126"/>own times under <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> names of pastors &amp; watchmen he threat<lb type="hyphenated" xml:id="l127"/>neth great punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> to Princes <del type="over"><gap reason="illgblDel" unit="chars" extent="1"/></del><add place="over" indicator="no">&amp;</add> Governours for <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> contrary <lb xml:id="l128"/>Especially Ezek. 33<hi rend="superscript">d</hi> &amp; 34<hi rend="superscript">th</hi> &amp; signifyeth <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> if his people per<lb type="hyphenated" xml:id="l129"/>ish either in soul or body by slackness in administrating <lb xml:id="l130"/>Iustice or by any other misgover<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> God will require their <lb xml:id="l131"/>blood at <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Princes hands <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> places if they may be applyed <lb xml:id="l132"/>to Prophets &amp; Teachers, so do they not exclude but princi<lb type="hyphenated" xml:id="l133"/>pally comprehend Kings &amp; Magistrates as Ironimus noteth <lb xml:id="l134"/>in Ezek 33<hi rend="superscript">d</hi>. The words of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Prophet are these</p>

By these &amp; such other words in many <lb xml:id="l141"/>places God signifieth if his people perish either in soul or <lb xml:id="l142"/>body by <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> slackness or remise govern<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> of them <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> are ap<lb type="hyphenated" xml:id="l143"/>pointed Rulers over them <del type="cancelled"><gap reason="illgblDel" unit="chars" extent="1"/></del> as it were shepherds and herdsmen <lb xml:id="l144"/>to keep them from danger <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> he will require <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> blood of his <lb xml:id="l145"/>people at their hands. Solomon a wise &amp; a good Prince spared <lb xml:id="l146"/>not his own natural yea &amp; his own elder brother Adoneus for <lb xml:id="l147"/>suspition &amp; likelyhood of Treason &amp; for a marriage not <lb xml:id="l148"/>purposed only but did put him to death for <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> same &amp; that <lb xml:id="l149"/>speedily without course of Iustice least by delay trouble &amp; <lb xml:id="l150"/>danger might have ensued not only to his own person being <lb xml:id="l151"/>Prince &amp; cheif Minister of God in <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> land but also to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> people <lb xml:id="l152"/>over <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> he had <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> charge, &amp; for safety where of in Consci<lb type="hyphenated" xml:id="l153"/>ence he was bound to deal he wold have thought it a great <lb xml:id="l154"/>burthen to his Conscience if by <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> sparing of one<del type="strikethrough">s</del> mans life <lb xml:id="l155"/>were he never so nigh a blood <add indicator="yes" place="supralinear">un</add>to him he should have haz<lb type="hyphenated" xml:id="l156"/>arded <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> state in <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> God had placed him &amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> blood of many <lb xml:id="l157"/>thousands of his people <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> by rebellion might have been spent. <lb xml:id="l158"/>But this woman &amp; her greatly desired husband as she p<choice><orig><hi rend="superscript">r</hi></orig><reg>re</reg></choice>tended <lb xml:id="l159"/>have put far more heinous matters in execution wherefore <lb xml:id="l160"/>her cause standing as it doth there is no scruple in con<lb type="hyphenated" xml:id="l161"/>science to proceed <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> severity but great danger <del type="cancelled">of</del> <add place="supralinear" indicator="yes">in</add> Con<lb type="hyphenated" xml:id="l162"/>science for dealing too mild &amp; contrary to order of Iustice <lb xml:id="l163"/>making <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> punish<choice><orig>m<hi rend="superscript">t</hi></orig><reg>ment</reg></choice> less then <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> offence <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> the evident <lb xml:id="l164"/>danger of her <choice><orig>Ma<hi rend="superscript">ties</hi></orig><reg>Majesties</reg></choice> own Person <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> hazard of <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> Realme <lb xml:id="l165"/>&amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> subversion of Gods truth.</p>
<p xml:id="par19"><anchor xml:id="n003v-01"/><note place="marginLeft" target="#n003v-01">6<hi rend="superscript">th</hi> reason.</note>It is dangerous for any Christian Prince contrary to <lb xml:id="l166"/><choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> word of God <choice><abbr>w<hi rend="superscript">th</hi></abbr><expan>with</expan></choice> colour of mercy &amp; pitty to do <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> whereby he <lb xml:id="l167"/>shall discourage &amp; kill <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> heart not only of his own good subjects, <pb xml:id="p004r" n="4r"/> &amp; faithfull Counsellors but also of all other nations faithfully <lb xml:id="l168"/>professing Gods religion &amp; his true worship as it may well <lb xml:id="l169"/>appear in <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> example of David. David having this infirmity of <lb xml:id="l170"/>too much pitty &amp; indulgence towards offenders <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> is not of <lb xml:id="l171"/>any Prince to be followed. That his trayterous son Absalon <lb xml:id="l172"/>should be slayn &amp; when he was killed effeminately bewailed <lb xml:id="l173"/><choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> same to <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> discouraging of his people but he was sharply <lb xml:id="l174"/>rebuked by Ioeb his Counsellor Thou hast shamed this <lb xml:id="l175"/>day <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> faces of thy servants <choice><abbr>w<hi rend="superscript">ch</hi></abbr><expan>which</expan></choice> have saved thy life &amp; <choice><orig>y<hi rend="superscript">e</hi></orig><reg>the</reg></choice> life <lb xml:id="l176"/>of thy Sons &amp;c Thou lovest those <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> hate thee &amp; thou hatest <lb xml:id="l177"/>those <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> love thee &amp; thou shewest this day <choice><abbr>y<hi rend="superscript">t</hi></abbr><expan>that</expan></choice> thou passests not <lb xml:id="l178"/>for thy captains &amp; for thy servants. And now I perceive <lb xml:id="l179"/>if Absalon had lived &amp; all we had been slayne it wold <lb xml:id="l180"/>have pleased thee well.
